SCHUMER ANNOUNCES SENATE REVISION OF OUTDATED FISHING REGULATIONS TAKING BACKBREAKING BURDEN OFF FLUKE FISHERMEN

New Language in Magnuson –Stevens Bill Extends Deadlines to Meet Targets for Fluke Fishery to 2013, Allowing NMFS to Increase Fluke Allocation...In July, Schumer, Citing Backbreaking Regulations Decimating the Long Island Fishing Economy Unveiled His Plan to Curb Devastation of New York Fishing Businesses, Economy, and Recreational Opportunities

Today Senator Charles E. Schumer announced that the Magnuson Stevens bill passed the Senate with a new deadline to restore the fluke fishery – 2013. The deadline had been 2010 but had placed an enormous burden on the fishing economy and the overly stringent rules were decimating fishing businesses, commercial fishing and recreational fishing which are the life blood of Long Island in the summer. Schumer had worked closely with the recreational and commercial fishing community to build leniency into the fishing quotas. The passage of the Senate bill today signals that NMFS now has the ability to rework the quota for the coming summers. Schumer , who supported the addition of the language to extend the deadline, today hailed the passage of the bill.

“The new flexibility in restoring the fluke fishery is great news for Long Island fishermen who have for too long been overburdened by the excessive regulation,” Schumer said. “To finally be able to bring a little legislative relief to fishermen who have suffered under severe restrictions for fluke fishing shows shows great promise for the fishing economy. I hope that NMFS understands the dire need to readjust the summer quota, and that next week at the Mid Atlantic Fisheries Management Council meeting they will be able to announce good news for Long Island’s fishermen.”

The 1996 Sustainable Fisheries Act was driving the overly burdensome regulations. The bill was passed after federal regulators thought that the waters reaching from North Carolina to Massachusetts were being over fished and that the fluke population was in danger. The bill required that the maximum sustainable biomass of fluke (about 200 million pounds) be reached by the year 2010 in the waters ranging from North Carolina to Massachusetts. The deadline for the restoration of fluke was reached arbitrarily and despite steadily rebounding fluke stocks, fishermen have had to cope with poorly targeted, outdated regulations.

“With more fluke in the water now than there have been in 30 years, its high time we give fishermen some flexibility,” Schumer said.

The passage of Magnuson Stevens today in the Senate signals that NMFS can now create new fluke fishing quotas for the coming summers, allowing fisherman to stay in New York waters while fishing fluke, instead of bringing their business to Connecticut or New Jersey. The bill has been sent to the U.S House of Representatives for a vote.
